A resolution passed by councillors in Newmarket said the West Suffolk MP had “neglected the best interests of his constituents” when he was caught breaking lockdown rules to have an affair with his aide.
They said he “demonstrated hypocrisy and hubris in the pursuit of his own interests”.
The motion passed after the Mayor of Newmarket Michael Jefferys, who is a member of the Labour Party, used his casting vote to pass the motion.
The Town Council have five members voting in favour of the motion, five against, and four abstentions.
Mr Jefferys said: “For someone in such a responsible position to then behave in the way that he has is for me the last straw.”
